Streamlining property tax collection in Punjab by modernising the tax calculation methodology, strengthening enforcement mechanisms, and enhancing citizen awareness to encourage responsible tax-paying behaviour. It also aims to improve the functionality of the state’s mSeva portal, through which property tax is managed, by increasing ease of use and ensuring greater data accuracy. This will help foster efficiency, transparency, and compliance across the system.

Implementation of Capital Value Method for calculating property tax kickstarted, with initial steps started in all Urban Local Bodies.

Our Initiatives

Improved Citizen Awareness and Tax Enforcement
Worked with DoLG to monitor the Urban Local Bodies' progress in collecting their due property tax amounts, by introducing digital means of effective review and monitoring and supporting ULB's using state-level awareness campaigns.
Improved State mSeva Portal to Streamline Data
Implemented various technical changes in the State mSeva Portal to remove loopholes in the data collection process, improve the accuracy of property data collected, and provide ease-of-use to both tax collection bodies as well as citizens. Also conducted an exercise to clean data removing legacy issues, as well as setting up checks to ensure hygiene of data for future.
Created New Property Tax Collection Methodology
Formulated a new property tax collection methodology along the lines of the recommendations of the 15th FC, as well as implementing the systematic changes required for the same.
Created SOP for GIS Survey
Created a robust GIS survey SOP and model tender to be used by governments in conducting their GIS surveys in the upcoming years to ensure collection of usable, integrateable and robust data.
